How We Started

Our Shared Services Network has its beginning in community conversations. People from all walks of life and all sectors of business in the Kickapoo region named the need for high quality accessible child care as a key issue in their community. These community members invited WECA to the table to bring their knowledge of early childhood workforce issues to help craft a solution with them.  WECA had been studying the issue and understood the complexity of child care issues – if this were an easy problem to solve, it would have been solved a long time ago. Our team understood that in order to create solutions, we would need to change the way we thought about child care and financing. A systems change was needed. In late 2017, we applied for and won a grant from Healthier Wisconsin Partnership Program (HWPP) to launch our Network.
