General and Tier 1

What is WEESSN?

Wisconsin Early Education Shared Services Network (WEESSN) offers FREE – yes, truly free! – services to support all Wisconsin regulated child care programs.

 

Being stronger together is what shared services is all about. Think of WEESSN as an extra team member dedicated to helping you save time and earn more money. Our 1 goal is to make your professional life less stressful, so you can spend more time on your most important work: nurturing children.

How long will the program last?

Founded in 2019, WEESSN has long-term goals to support early care and education (ECE) programs in Wisconsin. Thanks to generous community, local, state, and federal funding, WEESSN is committed to being a viable partner long into the future.

How much does it cost?

WEESSN services are funded by public and private dollars, and there is no cost to participate, with two exceptions:

  • Tier 2 ELV software set-up and six months of operating fees are paid by WEESSN. After six months, there is a minimal monthly fee that varies by program size.
  • Tier 3 Relief Squad shared substitute teachers are charged at an hourly rate.

How can these services be offered for free?

Wisconsin Early Childhood Association (WECA) has worked hard to raise funds to support WEESSN programming. These funds are from multiple local, state, and federal sources.

What are the requirements to participate?

You just need to be a regulated – licensed or certified – family child care or group child care program.

 

That’s it. You don’t have to participate in YoungStar or have a specific rating level.

 

One person per program may join – a family child care provider or a center director or administrator.

What happens after I fill out the Tier 1 form online?

You will receive a confirmation email that your response has been submitted.

 

A link to access WISER will be sent soon afterwards.

 

A welcome packet will be mailed to you to thank you for joining us and to provide additional resources.

 

One of the Tiered Membership Specialists will call you within about a week of signing up to familiarize you with the offerings and answer any questions you have.

What is WISER?

WISER – the Wisconsin Shared Education Resources platform – is a comprehensive collection of 2,600+ practical solutions and resources to make your job easier. It offers toolkits, checklists, and customizable forms and templates. Here’s an overview:

Are there professional development trainings? Will I receive Registry credit for them?

Yes! There are WISER-focused trainings each quarter plus about 20 sessions per year, including trainings on taxes, using the ELV software, marketing, diversity, time/space percentage – and more!

 

All trainings are available to members in all three WEESSN tiers.

 

Some training sessions are offered with simultaneous interpretation in Spanish; others are conducted in English and Spanish separately.

 

Attendees of the live sessions can claim WI Registry credit.

 

All sessions are recorded and available for viewing in WISER.

 

Providers may use recorded sessions to claim up to five hours of continuing education per year.

What kind of commitment do I need to make?

Tier 1: No commitment – dive in and use all the resources for free.

 

Tier 2: Sign an agreement to have a minimum of two coaching sessions a year. The ELV software is not required. You can end your agreement at any time – no questions asked.

 

Tier 3: Sign an agreement and plan to meet every six weeks with your coach, at a minimum. The ELV software is not required. You can end your agreement at any time – no questions asked.

Is WEESSN a “one size fits all” kind of service?

Absolutely not! We often say there’s not just one way to benefit from WEESSN. It is personalized for you.

  • In Tier 1, you can download and customize many of the resources in the WISER platform based on what your program needs.
  • In Tier 2, you’ll have access to a Tiered Membership Specialist who can answer your questions and provide additional support.
  • In Tier 3, an even broader range of support is available, including a dedicated Coach and back-office assistance with financial tasks.

Is WEESSN tied to YoungStar in any way?

WEESSN does not regulate or monitor child care programs. You do not have to participate in YoungStar to be in WEESSN. As a program entirely staffed by current or former family child care providers and center-based directors, we’ve developed this program to help you succeed in what we know is difficult work.

Does WEESSN regulate programs?

WEESSN does not regulate or monitor child care programs. However, just like you, WEESSN coaches are mandated reporters of child abuse and neglect. If an infraction of this type occurs while WEESSN staff are visiting your program, they will follow required procedures for reporting.

How long do I have to stay in Tier 1 before I move up to Tier 2 or Tier 3?

You are not required to stay in any given Tier for a set time. Tier placement is based on the level of engagement with our staff you want for your program. Some tiers have limited slots available in certain counties, but we do our best to provide you with the services you need.

What kind of discounts are available in WISER/Tier 1?

You have access to Savings4Members, which provides discounted purchasing at Lakeshore Learning, Discount School Supplies, Kaplan, Office Depot, and more!

 

Examples of potential savings include:

  • Child products and supplies: 20%
  • Food and food service supplies: 10%-30%

How do I make sure I’m getting the emails and newsletters I’m supposed to receive?

Make sure you add WECA and WEESSN contacts to your safelist in your email program. More information is available here.

Will I receive Wisconsin Registry credit for WISER trainings?

Yes! Wisconsin Registry credit is available for participants, and trainings are scheduled in the evening to make it easier for you to attend. Plus, we post recorded training sessions in the WISER platform for you to view later. For providers who work full-time in licensed or certified programs, watching educational materials may be counted for up to five hours of continuing education per year. What if I’m not a child care provider but I want to connect with WECA/ WEESSN?

Thank you for your interest in our tiered levels of support. At this time, we are only enrolling regulated child care programs in Wisconsin. To keep up with our latest information, please follow WECA on Twitter, Facebook, LinkedIn, Pinterest, YouTube, and Instagram. What is the Educator Assistance Program (EAP)?

The EAP is a benefit that assists employees in resolving personal challenges. EAPs cover a broad range of issues, such as relationship challenges, financial or legal problems, wellness matters, HR issues, and traumatic events.

  • Available free of charge to every individual employed in a WEESSN network child care program (FCC and GCC), as well as their spouse/partner, all dependent children up to 26, even if not living in the house, and any additional household members.
  • Services are delivered via phone, video-based counseling, online chatting, e-mail interactions, or face-to-face.
  • Services begin in January 2023 to programs enrolled in WEESSN.

Tier 2 and Tier 3

What are the requirements to participate in Tier 2 or Tier 3?

You must be a regulated licensed or certified family child care or group child care program.

 

It’s best to start by signing up for Tier 1, but there is no waiting period. If you know you are interested in the level of support in Tier 2, please fill out the Tier 2 form.

 

There are limited slots available for Tier 2; a Tiered Membership Specialist will work with you. Our goal is to accommodate as many programs as possible.

 

Tier 3 services are currently available in select Wisconsin counties. Use the Tier 3 form to let us know you are interested.

Can I sign up for Tier 1 and Tier 2 at the same time?

Yes. If you are interested in Tier 2, please complete the Tier 2 form. A Tiered Membership Specialist will work with you. In some areas, there is a waitlist for Tier 2 services.

What happens after I fill out the Tier 2 or Tier 3 form online?

You will receive a confirmation email that your response has been submitted.

 

For Tier 2, our team of Tiered Membership Specialists will review the availability of slots in your area and will contact you. If there is availability in the program, you will be asked to fill out an agreement form.

 

For Tier 3, the group or family child care coaches will review the availability of slots in your area and will contact you. If there are openings, you will be asked to fill out an agreement form. You can end your agreement at any time – no questions asked.

Are there additional costs in Tier 2 or Tier 3?

Tier 2 programs may choose to use the Early Learning Ventures (ELV) Child Care Management Software, but it is not required. WEESSN covers the purchase, onboarding, and training cost plus the fees for the first 6 months (a total savings of up to $1,500).

After 6 months, there is a minimal monthly fee that varies by program size.

  • $10/month for family child care programs
  • $25/month for programs with 0-30 children
  • $50/month for programs with 31-60 children
  • $100/month for programs with 61+ children
  • For Tier 3 programs, the ELV program is free.
  • Tier 3 programs that use Relief Squad substitute teachers are charged $10/hr.

Do I have to use special technology to participate?

Tier 2 and Tier 3 programs are encouraged, but not required, to use the Early Learning Ventures (ELV) Child Care Management Software. The company is dedicated to expanding access to quality, affordable child care.

 

ELV focuses their efforts on improving the quality of early child care programs – 85% of which are small, independent businesses that lack the infrastructure and resources to invest in quality improvements.

What is ELV and why would I want to use it?

Save time and money by streamlining your administrative tasks. Some examples:

  • No more checking immunization reports each month. ELV will let you know when a child is due for shots.
  • Message parents through the ELV app to keep them informed.
  • Bill and receive payments electronically so that you always know you’re getting paid on time.
  • Easily track data for the Food Program reports.

 

Easy enrollment and low-cost payment options for families yield increased revenue collection for your business.

 

A whole team of people working for you and your program to develop tailored solutions to meet your needs.

I have a family child care business, and I'm used to keeping track of my accounts on paper or a spreadsheet. Why should I switch to ELV? Will DCF accept records electronically?

Both center-based and family child care providers can meet Wisconsin DCF licensing and certification paperwork compliance using ELV.

How long will it take to set up the ELV software program?

The software system setup and training takes place over a series of one-on-one sessions with a specialist from ELV. They will answer your questions and help you learn to utilize the software to meet your needs. You will receive Registry credit for these trainings.

What does ELV Cost?

For Tier 3, using ELV is FREE. For Tier 2, WEESSN covers the purchase cost and the fees for the first 6 months (savings of up $1,500). After the 6-month period, the cost of the software will be:

  • $10/month for family child care programs
  • $25/month for programs with 0-30 children
  • $50/month for programs with 31-60 children
  • $100/month for programs with 61+ children

If I have questions about ELV, who will help me?

ELV says if you can’t figure something out in 2 minutes, they want you to call them for help. Their customer service is exemplary. The WEESSN team is also here to help.

What is the difference between a Tier 2 Specialist and a Tier 3 Coach?

Tier 2 Specialist:

  • Has years of experience and will meet with you every six months, or more frequently if desired.
  • Will assist you with finding quick, helpful answers.
  • Accessible virtually via video chat, phone, or email to answer your questions.
  • Helps providers utilize resources for policies, budgets, HR, billing and tuition, environment, programming, parent engagement and more.
  • Offers consistent communication with emails about upcoming professional development opportunities, grants, DCF updates, and more.
  • Has open office hours on a regular basis for you to ask questions and get to know other providers in the early childhood field.

 

Tier 3 Coach:

  • Has years of experience and will meet with you on a regular basis, virtually or in-person.
  • Provides input where you need it. This could be updating policies and handbooks, addressing enrollment or staff issues, creating employee training sessions, helping you work through paperwork audits, and more.
  • Works with you to establish financial and program goals and offers support to help you be successful in achieving those goals.
  • Connects you to Tier 3 services like back-office financial supports, substitute teachers, and Farm to ECE resources.

How often do I meet with a coach?

Tier 2 members get to connect with a Tier 2 Coach at least twice per year for check-ins.

 

Tier 3 members get to connect with their Tier 3 Coach on a regular basis, at least every six weeks, or more frequently as needed.

I’d like to join Tier 3, but so far, I haven’t been accepted. Why?

There are a limited number of spaces available in Tier 3 areas. Our goal is to bring in as many programs as our coaches have the capacity to assist.

What is Farm to ECE programming?

The goal of WEESSN’s Farm to ECE programming is to make connections between ECE programs and local sources of nutrient-dense foods. WEESSN offers a monthly Farm to ECE newsletter highlighting food-based activities, recipes, and resources to use in your programming. WEESSN works with many other partners around the state to help subsidize healthy foods for child care programs when possible.

What is Docs by Phone?

Docs By Phone (or Telemedicine) offers WEESSN members 24/7 access to doctors by phone, video, or mobile app. Doctors are board certified in Wisconsin, licensed to practice medicine, and write prescriptions. The program also includes a prescription discount card and mental health teletherapy services (10 visits a year).

How do I get access to Docs by Phone? Who can be covered?

For Tier 2 and Tier 3 programs, there is one free membership per program. Group programs may purchase additional memberships for a low fee per month ($8 per staff member for telehealth and $14 per staff member for telehealth and teletherapy).

 

Providers are covered, as well as any family members living in the household.

What are back-office services?

WEESSN Financial Specialists work with ECE programs to set up and oversee online billing and payment collection. WEESSN Financial Specialists can also assist with budgeting, strategic financial planning and more to support the financial side of running your business.

What is the Relief Squad?

The Relief Squad is a team of experienced early educators who work as substitute teachers in WEESSN Tier 3 programs. The Relief Squad is meant for planned absences, such as a doctor’s appointment, but is not available for last-minute, time-off requests. The cost of utilizing the Relief Squad is $10 per hour.
